Once you step off the elevator and into Finkton, you’ll be in the Plaza of Zeal. Head to the far back right, beyond even the double doors marked “Shantytown.” In the farthest part of the area, you’ll find this against a crate. Once you step off the elevator and enter Finkton, you’ll be in the Plaza of Zeal.
